As far as "spitting H2O out the tail pipe. That has nothing to do with driving through water, that's condensate caused by a hot catalytic converter. All cars do that until they warm up good and can "burn off" the condensate. Ever notice there's a little hole in the bottom of your muffler? Same reason, when the muffler cools water in the ambient air condensates on the inside of the muffler and drips out the weep hole.

The H3 has drains, you should be able tojust pull up the carpet and pop the plugs out.
The biggest concern with the fording depth is the ventilation for the axles which is what determines the 24" depth. When the axel cools off rapidly in water you get negative pressure and it will suck in air. If the vent is under water you suck in water. Water in a differential is not good.
