I don't know if it was them or not, says right on the paper that they ran my vin and came up with no open campaigns, I can't believe any credible dealer would openly lie about running the vin...maybe I have too much faith in people[&o]

Without knowing what VIN numbers that may have been affected, the dealer may be correct for your truck. The issue date is just that. It may not cover all VINs. I'm just guessing at possibilities.
