O2 Sensor Operation

O2 Sensor Operation
I was thinking of building a EFIE (electronic fuel injector enhancers and yes, I know I can buy them) for my H3. All the information I can find on the web states that the output ranges from .1 to .9 volts, with .45 being the "normal" point. Thinking that this has to be brain-dead to design, I wiped out my test equipment and found that the output is a sine type wave about .3hz which increases with speed. So, my assumption is that the average value of this wave must be .45v for the PCM to be fooled into thinking all is good.
Are there any auto experts out there that know if my assumption is correct?
If my assumptions are correct, I only need to generate a symmetrical square wave from .1 to .9, run it through a transformer to simulate the EFIE
