Hood Release Cable Frozen

Hood Release Cable Frozen
When I pull on my hood release lever in the cabin the hood does not unlock. I have to use a flat head screw driver, wedge it in the locking mechanism, and twist it, to get the hood to unlock. At that point I can push the secondary latch release and lift the hood up. It appears that the cable is frozen in the cable casing and preventing the hood from unlocking. I'm not experienced with changing out a hood release cable. Has anyone done this on their H3? Is it something that can be done without any special tools?

I got one of these from McMaster Carr and they work for any sleeved release cable. Scroll down to item #1437K1
