Doubt it has anything to do with fuel. Sounds like its a Passlock issue.

The resistance in the Passlock can change over time due to corrosion etc. and eventually get to the point where it is outside of the accepted range. In that case you have to replace the Passcrap module or bypass it.

I lived in buffalo for 2 years. I have a little experience with fuel issues up there. had to buy a block heater for my Polaris ATV I used for snow plowing my 1/4 mile long driveway.

yeah i agree, your gas shouldn't be freezing. run some gas line antifreeze through it to take out the moisture in your fuel lines and you should be good to go.
i've been through -40 temps up here without any issues of fuel lines freezing.
