H3 problems with the tail light housing

Default H3 problems with the tail light housing
The taillight housing is loose on the passenger side. Any ideas on how it supposed to seat. This mess began when I changed the light bulbs. There is a long rubber part that just doesn't seem to fit. When I removed the housing , I pulled it straight back with not problems. Also there is a part missing for the top screw.
