In case anyone is curious, I was quoted $25 per wheel to sand blast, and $50 per wheel to powder coat.

I ended up getting mine powdercoated. The shop I used charged 55 bucks a wheel to sandblast and powder coat but I had to bring the rims in by themselves. Anyone who is interested I suggest shop around because the prices seem to vary a bit.

How did you go about painting the center caps? I envision the paint chipping around the edges where the cap has to be pressed onto the wheel......

I took the caps and scuffed them up good with some 1000 grit wet/dry paper. Then I washed them with soap and a rag, then rinsed clean. Dried them good and and painted. I had some leftover rustoleum hammered black that I had used to paint my lower front bumper. I figured what the hell lets just try it and see how it looks. Sprayed 3 coats with about 15 minutes dry time between coats to make sure caps were completely covered. After last coat I sprayed on some duplicolor acrylic enamel I had laying around for some extra protection. Let dry for 2 hours then slapped on truck. The color I used is not as black as the wheels but it matches the tires and lower bumper. Haven't decided if I will keep them or find a darker black. Not sure I guess what color a perfect match would be. I can't imagine there would be any scratching the caps go on and off very softly without any struggle. Besides if there were any scratches you would only see it when the caps are off. I have popped them on and off a few times, I will take a close look and see if there are any marks.

There are threads on this site dedicated to tire and rim sizing. I suggest you check those out. 315/75/16 seems to be as big as you want to go on stock rims. Looks way better in my opinion too and that is the size I will be going with when I run through my current tires. I am currently running 285s that came stock on my 09 adv.
