Bump stop distance to lower arm

Default Bump stop distance to lower arm

Hi,
Is it normal that the bump stops in front touch the lower control arm when car is empty in normal position?
Had yesterday my SVA for registering in Germany and the guy told me that this is not normal and so I did not get green light for registering (A..hole). He said there must be a distance and I should lift the front as there is no suspension travel. In fact the car drives really smooth as expected.

on my 2005 H2 there is about 1/2" or so gap distance between the bump stop and the lower arm............
