What you need is a photo already big enough for your screen. At least 1024 pixels wide, many flat panels are now 1440 wide and some even larger. So garbage in garbage out so to speak. Photoshop is an amazing tool but it can't add data where there is none, well that's not true, it can but it is interpolating meaning it is adding pixels between existing pixels and it normally looks OK if you scale it say no more than 20-25%.
