Umm .. what modules? If you are refering to a PCM flash or for example a hypertech programmer .. well ... last time I used em they were used to increase HP which we all know requires more fuel and more O2, thus contradictory to what you are looking for.
If you are refering to the snake oil products out there such as a tornado, throttle body spacer blah blah blah .. send me your money instead, it won't be quite as much of a waste as it would be if spent on these products ...

If the gas mileage is a major concern for you my recommendation would be to get a different vehicle, lighter, and with a smaller engine. I have an H2 myself and it is what it is ... you either deal with it or you get something else. I guess the one thing I could say would be to remove the room bars, roof rack if you have one, lightbar whatever .. will reduce the drag and prolly save you a couple of miles over the course of a tank .. but I doubt you would see any noticeable differences over time ...

What I venture to guess is that you purchased one of those in-line resistor packs that works in two part concert with the IAT sensor...Briefly explained, it fools the Engine's computer into thinking you have cool/or cold air coming into the engine as in the mornings on cold start ups and this in turn signals the computer to richen the fuel delivery to compensate for the cold air..hence; more fuel, more (so called) power....There are also magnets available too, for polarizing the fuel molecules...Like ZYNE said, save your money on these gizmos..it's all snake oil.

Honestly, an aftermarket exhaust and a CAI MAY give you an extra 1-2 MPG!! But if that's the only reason to do the mods, I don't think it'd pay for itself!!

CAI - $500
Exhaust - $500
