Stains inside new Royal Purple oil filter

Hey Yall, just opened up a new RP oil filter and noticed a small amount of caked on material on the inside. It's on 2 out of the 3 filters I bought. Anyone else notice this before?

From the pic, it looks like a bit of surface rust? Probably nothing to worry about.
